As winter settles in across the region, we’re embracing the cooler months with a renewed focus and energy. The season may be slowing things down outside, but it’s been full steam ahead here at Horizon.

This month, our Planning team has been hard at work preparing and lodging submissions on behalf of our clients in response to the proposed Kaipara District Plan Change. Their dedication and expertise have ensured our clients’ interests are well-represented during this important phase of the planning process.

Update on Auckland Councils new Development Contribution Policy

Auckland Council has adopted its new Development Contributions Policy 2025, aiming to fairly share the cost of growth-related infrastructure between developers and ratepayers. The policy supports a long-term plan to accommodate Auckland’s growing population—expected to increase by 200,000 by 2034 and 400,000 more by 2054—by funding essential infrastructure like stormwater, transport, parks, and community facilities. Priority investment areas include the Inner Northwest, Drury, Māngere, Mount Roskill, and Tāmaki, helping ensure Auckland’s communities are well-supported as they expand.

Here’s how the average cost per new dwelling (HUE) compares across key areas:

📍 Tāmaki

2022: $31k → Now:

• $71k (with stormwater)

• $51k (without stormwater)

📍 Inner Northwest

2022: $25k → Now: $72k

📍 Mt Roskill

2022: $20k → Now: $33k

📍 Māngere

 2022: $18k → Now: $27k

📍 Drury

2022: $70k → Now: $64k

📍 Elsewhere in Auckland

 Unchanged at $20k

Project Highlight: Knights Rd Rothesday Bay

Knights Road redevelopment project

This comprehensive redevelopment project transformed a 924 m² site, once home to a single dwelling, into a thriving new community of six architecturally designed two-storey homes.

Horizon provided the full suite of surveying and land development services to bring our client’s vision to life, including:

We also managed the subdivision process from start to finish, securing all necessary certifications under s.223 and s.224c, as well as approval as to survey from LINZ, paving the way for title issue and property sales.
