Proposed Kaipara District Plan 2025

The Kaipara District Council has approved notification of the Proposed Kaipara District Plan 2025. The new plan will be publicly notified on Monday 28 April, with public consultation running through to 30 June 2025.

The new Plan will set the direction for how rural, urban and commercial land in Kaipara can be used, developed, subdivided and protected over the next 10 years. It will affect property rights, investment decisions, and land use across the entire Kaipara District.

The new Plan will be growth focused and introduces new urban and rural development opportunities. If you’re developing or investing, this is the time to act.

Key Changes:
- New residential zoning (669 ha+), commercial and industrial expansion
- Infrastructure-focused growth overlays (e.g., Mangawhai-Hakaru)
- New minimum rural lot sizes (12ha in General Rural, 4,000m² in Rural Lifestyle).

Public Notification: Monday, 28 April 2025
Open days and consultation events will be announced by Council. The Proposed Plan and maps will be available on the Kaipara District Council website once notified.
